Legal and Public Professional Experience: Associate of ACZALAW Abogados Centroamericanos Asociados, since September 2016; Agent of Honduras before the International Court of Justice, The Hague; Member of the Luso-American Hispanic Institute of International Law, El Escorial, Spain; Consultant to the United Nations in support of the Central American Integration Process, Guatemala, 1993; Chairman of the Research Committee of the Organization of American States (OAS), on the situation in Haiti, 2002; Vice-President of the General Assembly of the United Nations, New York, 1991-1992; Official of the Central American Bank for Economic Integration (CABEI), Tegucigalpa, 1972 – 1977.

Public positions: Ambassador in Washington DC, New York, Brussels, Berlin, London, Geneva, and in several other countries, 1990-2015; Minister of Foreign Affairs of the Republic of Honduras, 1999-2002.

Academic Experience: Assistant Instructor of Public International Law of the National Autonomous University of Honduras, 1972; Member of the Adjunct Faculty of the School for International Service (SIS) of American University, Washington DC, as a resident diplomat, 2009-2010; Lecturer at various institutes and universities in Sweden, the United States of America, Honduras, Israel, Taiwan, France, Guatemala, and Germany on issues related to Central American integration; Public International Law; Development of Central American political relations; Preservation and environmental protection; Commercial and investment opportunities in Honduras, among other topics.

Legal Practice: Member of the Legal Department of the Central American Bank for Economic Integration 1973; Adviser at different times regarding international obligations of the State of Honduras in the Ministry of Foreign Affairs; Representation of Honduras in maritime delimitation before the International Court of Justice.
